GoGreen Home is California’s energy-upgrade financing program, run through the State Treasurer’s office: below-market rates, longer terms, and no lien on your house. What you can finance depends on who sends your electric bill, and we’ll walk you through all of your options.
GoGreen Home is a California state program that makes energy-upgrade loans cheaper, administered by CAEATFA within the State Treasurer’s office. It is not a lender and not a rebate. The state sets aside money to cover lender losses, and in exchange participating credit unions offer below-market interest rates, longer repayment terms, larger loan amounts, and approval for a wider range of credit than they otherwise could.
What that means for you:
The order is different from ordinary financing. Every GoGreen Home project, apart from a short list of self-install items, has to be done by an enrolled GoGreen Home contractor. Start with the estimate, and the paperwork follows.
Almost every home in our service area is eligible. What changes by utility is which upgrades the program will finance. The state’s published list of eligible publicly owned utilities names Turlock Irrigation District, Modesto Irrigation District and Merced Irrigation District directly. The fastest way to know which group you are in is to look at who sends your electric bill.

You are eligible. Heat pumps, ductless heat pump systems, heat pump water heaters, duct work, insulation, air sealing and gas furnaces all qualify. A standalone central AC replacement does not. If cooling is the goal, a heat pump is the route the program will finance.

You are eligible. The program counts electricity procured by a Community Choice Aggregator, so WestLight Energy customers are covered the same as PG&E bundled customers.
Eligibility and the measure list are set by the state, not by us, and both can change. We will confirm what applies to your address during the free estimate. All loans are subject to credit approval by the lender.
The state’s eligible-measures list splits by utility. Heat pump equipment qualifies for everyone. Standalone air conditioning is limited to PG&E electric customers, so on TID or MID a heat pump is the cooling upgrade the program will finance.
Heat pumps, heat pump water heaters, gas furnaces, duct work, insulation, air sealing, connected thermostats and whole house fans qualify at every address we serve. The breakdown below shows where standalone air conditioning is and is not covered.

Yes. Turlock Irrigation District, Modesto Irrigation District and Merced Irrigation District are all on the state’s published list of eligible publicly owned utilities. The program’s summary copy only names the big investor-owned utilities, which causes a lot of local confusion, but publicly owned utility customers are eligible for most electric upgrades.
It depends on your electric utility. If PG&E supplies your electricity, yes. If you are a TID, MID or MeID customer, a standalone air conditioner is not eligible, but a heat pump is, and a heat pump both cools and heats. For most homes in Turlock and Modesto, that makes a heat pump the upgrade the program will finance.
No. GoGreen is a state program that sets aside money to cover lender losses, which lets participating California credit unions offer better rates and longer terms than they otherwise would. You borrow from the credit union, and you apply directly with them.
No. GoGreen Home loans carry no property lien. That is the main difference between this program and PACE financing, where the obligation attaches to the property and shows up on your tax bill.
Yes, with the property owner’s written permission. The program covers single-family homes, townhomes, condos, duplexes, triplexes, fourplexes, and manufactured or mobile homes on a fixed foundation.
